What you agree to by using fishy.moe: the site, the cheat archive, the client downloads, the forum, and the osu! private server.

fishy.moe is a free, non-commercial project run by one person. This page is short on lawyer theatre and specific about what the site actually is, what you may do with it, and what happens when someone abuses it. If you disagree with any of it, do not use the site.
By using this site you accept these terms in full. If you disagree with any part of them, do not use the site.
"The site" means every surface we run, not just the page you are reading. That includes fishy.moe (the cheat archive, the client downloads and the forum), dev.fishy.moe (the full website), storage.fishy.moe (file downloads), forums.fishy.moe (the partner forum API), and the subdomains your osu! client connects to when you play here.
These terms apply to you whether you are signed in or just reading. A few of them, marked as such, apply only once you have an account.
We may revise these terms at any time. When we do, the last-updated date at the bottom of this page changes. Continuing to use the site after that is your acceptance of the revision.
Checking back is on you, and we have made that as cheap as we can: there is one date, at the bottom, and it is the only thing that moves. We do not run a mailing list and cannot notify you, because no email address is collected anywhere on this site.
fishy.moe is a free, non-commercial project. It is four things at once: an osu! private server you connect to with the -devserver flag, a cheat archive documenting osu! cheat clients (most of them long abandoned) for research, education and preservation, a download host for those clients and for our own, and a forum.
We are not affiliated with osu! or with ppy in any way. osu! and everything associated with it belongs to its owners. Nothing here is endorsed by them, and nothing here speaks for them.
Nothing on this site is meant for use on the official osu! server. Doing that will get your official account banned, it is not something we condone, and it is not something we will help you with. This server exists so that building and testing this kind of software has somewhere to happen that hurts nobody.
There are no ads, nothing is for sale, no rank or feature is paid, and we do not ask for donations. The upkeep numbers are published on the Privacy page if you want to see what it costs.
You can register in game or on the website. Website registration is protected by hCaptcha. No email address is required, collected, or ever sent. That is deliberate, and it has one consequence you should understand before you pick a password: we have no way to prove an account is yours, so we cannot recover it for you.
An account becomes verified on its first successful in-game login, where our login fingerprint check runs. Until then, and for the first 24 hours, a new account is on probation on the forum: it may post a few replies a day, but may not start threads, post links, or use the shoutbox. This costs a real newcomer almost nothing and costs a spammer the whole attempt.
Reading is open to everyone. Posting, voting, downloading clients and browsing beatmaps need an account, and a few boards are visible to signed-in members only.
One account per person. Shared accounts, boosted accounts, multiple accounts and ban evasion are all prohibited; the detail is on Rules & Connection. You are responsible for everything done with your account, so tell staff immediately if you think someone else has it.
You can ask us to delete your account at any time. Ask in our Discord.
Using this site is also subject to the server rules on Rules & Connection, the Forum Rules thread, any board-specific rules pinned in a board, and any notice published alongside a download. Those rules form part of these terms and are incorporated here by reference; breaking them is breaking these terms.
Where a rule and this document appear to disagree, we decide which one applies in the circumstances. In practice Rules & Connection and our Discord are the source of truth, and this page is the frame around them.
Rules can change at any time, and new rules may or may not be applied retroactively, at our discretion.
We grant you a personal, limited, non-transferable, revocable licence to access and use the site for non-commercial purposes, for as long as you comply with these terms. You may browse, post and download for your own use.
What we claim and what we do not. The site design, the code, the written archive entries, the koi mark and the fishy.moe name are ours. The third-party clients, binaries, screenshots and videos in the archive are not: they belong to whoever made them, they are mirrored here for preservation, and they are credited wherever the author is known. If something of yours is in the archive, section 12 is for you.
We can revoke this licence, restrict an account, or deny access at our discretion, with or without notice.
Most sites like this one ban every robot on the page and then wonder why nobody can find them. We do the opposite, so it is worth being precise about where the line actually sits.
If you want to do something automated that is not covered above, ask first. The answer is usually yes, and it is always cheaper than being blocked.

Found a vulnerability? Tell us. Report it to staff in Discord rather than using it. We would much rather thank you than ban you, and that has been the standing offer since the server opened.
You must not post, upload, transmit, request, distribute, store, or link to anything that is illegal or that facilitates something illegal. That includes, and this list is illustrative rather than exhaustive:
One line that surprises people on a site like this: hacking that has nothing to do with osu! is not welcome here either. The archive is about osu! game clients, full stop. Malware, denial of service and credential theft are not on-topic, not tolerated, and not a grey area.
The site is moderated by the operator and a small staff team whose powers are set by badge (Developer, Admin, BN, in that order). Every staff action writes an audit record, including who did it and why, so moderation here is reviewable rather than a matter of memory.
How something gets to us. Every forum post has a Report button that files straight into the staff queue; one report per person per post. Anything else reaches us in Discord. Reports are read by a person, not by a filter.
What we can do about it. Edit, delete, lock, pin or move content; silence an account; restrict it; wipe its scores; or ban it permanently. We may act with or without prior notice. Content that involves illegality, malware or a safety risk jumps the queue.
How severe. We do not run a fixed infraction-point system. Staff act proportionately, based on what was done and whether it has happened before. The one exception is the leaderboard hacking rules, which follow the fixed wipe policy on Rules & Connection: three wipes and the account is restricted.
Files we host. Every file published on the download hub is inspected first. Where a file exposes a third party's personal data, for example a packager's Windows username buried in a shortcut, or hardware identifiers visible in a screenshot, we strip or redact that and say on the page that we did. The binaries themselves are mirrored unmodified so that their hashes stay verifiable.
Appeals. If you think a decision was wrong, join our Discord and open a ticket in #support-tickets. A leaderboard restriction can be appealed one month after it is applied, unless you believe it was applied without a legitimate reason, in which case say so straight away.
We may remove, restrict, disable access to, preserve or disclose content and account information where that is needed to enforce these terms, protect users, investigate abuse, or respond to a lawful request.
You keep ownership of what you post. You grant us a non-exclusive, worldwide, royalty-free licence to store, display and distribute it on the site and on the surfaces the site is connected to, for as long as you leave it posted, plus the time it takes to roll out of our backups.
Those connected surfaces are not hypothetical, which is why the banner above says what it says: a partner server holding a valid key can render fishy forum content on its own site, and the shoutbox is bridged to an in-game chat channel. Public means public, and it means further than this domain.
You confirm that you have the right to post whatever you post, and that doing so breaks nobody else's rights.
Deleting a post removes it from the site. Copies may still exist for a while in backups, in caches, in search-engine indexes, and on partner servers we do not control, so deletion is not the same thing as unpublishing everywhere.
We do not sell your content and we do not license it onward beyond the federation described here.
This is a user-content and preservation site. We do not knowingly host material whose hosting is unlawful, and we act on valid notices.
We are not a United States company and do not claim a DMCA safe harbour. We accept notices in the DMCA form anyway, because it is the format everyone already knows and it contains everything we need in order to act.
To ask for something to be removed, send us the following: a description of the work you say has been infringed; the exact URL of the material you want removed; your name, your role if you are acting for someone else, and a way to reach you; a statement that you believe in good faith that the use is not authorised by the owner, its agent or the law; a statement that the information is accurate and that you are the owner or authorised to act for the owner; and your name as a signature. Section 18 says where to send it.
We review each notice and remove or disable access to the material where the notice is valid. We may ask for more information if we need it to act. Accounts that repeatedly post infringing material are removed.
If we removed something of yours by mistake, tell us with the same level of detail: what was removed, where it was, and why you believe the removal was an error. We will look at it again and restore it if we agree with you.
Authors and vendors of archived clients, read this one. If you wrote something we archive and you want it delisted, just ask. We will pull the download and keep the historical entry, or remove the entry entirely if you would rather, and we will not argue about it. We would much rather have your correction than your lawyer.
Knowingly filing a false takedown notice is not a neutral act, and we treat a pattern of them accordingly.
The archive exists so that a piece of osu! history is documented rather than lost, and so that people building this kind of software have a reference and somewhere legitimate to test it. That is the entire purpose, and it is why the site is structured as a catalogue with provenance rather than as a storefront.
Using any of it on the official osu! server will get your account there banned. We do not condone it, we do not support it, and the consequences are yours alone.
Download counts, file hashes, screenshots and provenance notes are published for transparency and are informational. Where we know a file has been altered from its original form, and the only reason we ever alter one is to remove somebody's personal data, the page says so.
The site links to pages we do not run and cannot control. We link in good faith, but we are not responsible for what is on the other end, and a link is not an endorsement. If you find a link that has gone somewhere it should not, tell us and we will pull it.
In the other direction, we deliberately do not link out to the official osu! website. Beatmap and player data is rendered through our own viewer instead, so that reading a page here does not hand your visit to somebody else. That is a privacy decision, and it is described on the Privacy page.
Material here relating to reverse engineering is published for education, research and interoperability. We do not control what any individual does with it, and we are not responsible for it.
You are fully responsible for the consequences of your own use of this site. Everything on it is provided for informational and educational purposes.
To the fullest extent permitted by law, we are not liable for any indirect, incidental, special or consequential loss arising out of your use of, or inability to use, this site or anything linked from it. That includes lost data, damage to your system, and anything that happens to an account you hold somewhere else.
This site is free. Our total liability to you for everything, taken together, is capped at the amount you have paid us, which is nothing.
Nothing here limits liability that cannot be limited under the law that applies to you.
These terms are governed by the laws of the jurisdiction in which the site operator is established, without regard to conflict-of-law rules. Subject to any consumer protection law that applies to you and cannot be set aside, any dispute arising out of these terms or your use of the site goes to the competent courts of that jurisdiction.
Nothing in this section stops us from seeking urgent or injunctive relief in any court that can grant it, where that is needed to protect the site, its users, its systems or its content.
If any part of these terms turns out to be unenforceable, that part is enforced as far as it can be, or adjusted to achieve what it was for, and the rest stays in force.
There is no email address. The fishy.moe domain has no mailbox, by choice: we collect no email addresses and send none, so there is nothing for one to do. Everything reaches us through Discord instead.
General questions, appeals, privacy requests, account deletion and takedown notices all go to a ticket in #support-tickets in our Discord. For a problem with a specific forum post, the Report button on the post is faster than any of this, because it lands directly in the staff queue.
